Description:This rotary encoder is sold by Sparkfun as part number COM-15141. It is made by Top-Up and is their part number EC12PLRGBSDVBF-D-25.3k-24-24C-61/08-6H. The encoder body is 13.2 mm x 12.4 mm and 7.8 mm high. The mounting bushing is threaded M9 x 0.75 with 8 mm flats on two sides. I built this in Fusion 360 from the data sheet and actual device measurements.
